For mandatory e-invoicing compliance to stay accessible to every French structure

A citizen petition by women and men running small businesses, sole traders, real-estate partnerships, freelancers, craftspeople — so that the September 2026 reform does not turn into a recurring cost for the smallest structures.

On September 1, 2026, every active French SIRET must be able to receive supplier invoices in electronic format. This new obligation imposed by the State concerns over 4 million structures: classic companies (SAS, SARL, EURL…), sole traders, real-estate partnerships with an economic activity, liberal professions, freelancers, craftspeople, associations with an economic activity.

Today, a large share of approved platforms offers this compliance for a recurring monthly subscription — typically between €12 and €99 ex-VAT per month, often with an annual commitment. This bracket is publicly verifiable on the websites of the platforms concerned.

We, the citizen signatories, share a simple conviction: an obligation imposed by the State should not, for the smallest structures, become a fixed recurring cost for years. Compliance with a collective obligation is not sold as a value-added service — it should be accessible to all, unconditionally.

That is why we ask the national representation:

  1. A framework guaranteeing free baseline regulatory compliance (receiving and issuing e-invoices in the mandatory format) for every French TPE/PME — companies, sole traders, real-estate partnerships, liberal professions, freelancers, craftspeople, associations with an economic activity.
  2. A public observatory of the prices applied by approved platforms, to make the market readable and let every executive make an informed choice.
  3. Clear information from public authorities about the existence of free solutions enabling compliance without recurring costs.
  4. Guaranteed simplicity of access: a sign-up flow accessible to anyone with an active SIRET, requiring no technical expertise, with no unnecessary steps, completable in under 5 minutes. An obligation imposed on every French SIRET must be respectable by every one of them — including those without advanced IT skills or the budget for paid support.

This petition attacks no one. It targets no market player. It does not call for repealing the reform — on the contrary, it accepts its principle. It simply asks that compliance remains accessible to every French TPE/PME.
